This report analyzes a landmark ruling by the Gampaha Magistrate’s Court that raised serious concerns regarding the culture of “monthly case targets” within the Sri Lankan police system, the fabrication of evidence, and the malicious prosecution of innocent citizens. The incident, involving the filing of two separate cases against the same individual under the same allegation, highlights critical issues relating to police accountability, judicial independence, and the protection of human rights.
